The Scottish Ministers, in exercise of the powers conferred by sections 172(1), (3) and (4) and 173 of the Local Government etc. (Scotland) Act 19941 and of all other powers enabling them in that behalf, after consulting the Scottish Tourist Board and all local authorities whose areas lie within the area of the Board in accordance with section 173(4)(a) of that Act, hereby make the following Order:
