The Scottish Ministers, in exercise of the powers conferred by section 250(2), (4) and (7) and section 253(2), (5) and (6) of the Mental Health (Care and Treatment) (Scotland) Act 20031 and of all other powers enabling them in that behalf, hereby make the following Regulations:
