The Scottish Ministers, in exercise of the powers conferred by sections 45(4), 47 and 235(1) of the Local Government (Scotland) Act 19731 and sections 18 and 190(1) of the Local Government and Housing Act 19892 and of all other powers enabling them in that behalf, hereby make the following Regulations:
