The Scottish Ministers, in exercise of the powers conferred by section 73(2)(a), (c) and (d) and (3) of the Regulation of Care (Scotland) Act 20011 and section 17(1) of the Children (Scotland) Act 19952 and of all other powers enabling them in that behalf, hereby make the following Regulations:
