The Scottish Ministers in exercise of the powers conferred by section 240A of the Housing (Scotland) Act 19871 and all other powers enabling them in that behalf, hereby make the following Regulations, a draft of which has, in accordance with section 240A(3) of that Act, been laid before and approved by resolution of the Scottish Parliament:
