Subject to the provisions of these Rules and, in respect of applications under section 90(1) or 91(1) of the Act of 2003, to section 95 of that Act (Persons entitled to make representations) the Tribunal, on the application of any person who appears to it to have an interest in the proceedings, may allow that person to become a party to the proceedings.
