2. In this Order, unless the context otherwise requires–
“agent of the owner” includes any person engaged by or on behalf of the owner in the transportation of sheep to the Shetland Islands;
“the Council” means the Shetland Islands Council;
“the proper officer of the Council” shall be the person appointed by the Council as such, for the purposes of section 202 of the Local Government (Scotland) Act 1973(1);
“the regulations” means regulations made or to be made by the Council under article 3(1) below;
“the Shetland Islands” shall be construed as the area of the Shetland Islands Council;
“treatment” includes vaccination.
