The Scottish Ministers, in exercise of the powers conferred by section 1(1) to (3) and (5) of the Adoption (Intercountry Aspects) Act 19991 and sections 9(2) and (3) and 50A(1) of the Adoption Act 19782, and of all other powers enabling them in that behalf, hereby make the following regulations:
