Section 153(1) of the Environmental Protection Act 19902 (purposes for which financial assistance may be given) is varied by adding after paragraph (qq)–

“(rr)

the programme known as the Waste Minimisation and Recycling Programme;

(ss)

the Carbon Trust;

(tt)

any scheme for the regulation of emissions from motor vehicles.”.
