Until such time as the Authority appoints a proper officer for the purposes of Part IIIA of the 1973 Act17 or for the purposes of Schedule 7 to that Act (as applied by article 10(5) above), the proper officer of the Highland Council shall act as the proper officer of the Authority, for those respective purposes.

Unless a monitoring officer is designated at its first meeting, the Authority shall appoint an interim monitoring officer to carry out the duties of monitoring officer required by section 5(1) of the 1989 Act18 until the date of designation of such an officer under that section.
