The Scottish Ministers, in exercise of the powers conferred by sections 42(1) and (2)(a), (b), (d) and (i) and 103(3) of the Children (Scotland) Act 19951, and of all other powers enabling them in that behalf, and after consultation with the Scottish Committee of the Council on Tribunals in accordance with section 8(1) of the Tribunals and Inquiries Act 19922 hereby make the following Rules:
