The Scottish Ministers, in exercise of the powers conferred by section 71(2) and (3) of the Race Relations Act 19761 and of all other powers enabling them in that behalf, after consultation with the Commission for Racial Equality in accordance with section 71(4) of that Act, hereby make the following Order:
