The Scottish Ministers, in exercise of the powers conferred by section 28(4) of the Road Traffic Regulation Act 1984(1) and of all other powers enabling them in that behalf, and after consultation with representative bodies in accordance with section 134(2) of that Act, hereby make the following Regulations:

1984 c. 27; section 28(1) was amended by the Transport Act 2000 (c. 38) section 270(3)(a). The functions of the Secretary of State transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998 (c. 46).
