The Scottish Ministers, in exercise of the powers conferred by sections 13(1), 14, 15(1), (2) and (4), 17(1)(a)(i) and (ii) and 17(1)(b)(ii), of the Community Care and Health (Scotland) Act 2002(1), and of all other powers enabling them in that behalf, hereby make the following Regulations:
