The Scottish Ministers, in exercise of the powers conferred by sections 38(1), 39B and 143(1) of the Roads (Scotland) Act 19841 and of all other powers enabling them in that behalf, and after consultation with representative organisations in accordance with section 38(2) of that Act, hereby make the following Regulations:
