The Scottish Ministers, in exercise of the powers conferred by sections 7(2)(c), (4)(a) and (b) and 19(8) of the Regulation of Investigatory Powers (Scotland) Act 20001 and of all other powers enabling them in that behalf, hereby make the following Order:
