The Scottish Ministers, in exercise of the powers conferred by section 26(2) of the Public Finance and Accountability (Scotland) Act 20001 and of all other powers enabling them in that behalf, hereby make the following Order, a draft of which has, in accordance with section 27(2) of that Act, been laid before and approved by resolution of the Scottish Parliament:
