Whereas under section 17(1) of the Local Government (Scotland) Act 1973(1) the Local Government Boundary Commission for Scotland on 17th January 2001 submitted to the Scottish Ministers a report on a review conducted under section 14(2) of that Act in which they made proposals for the transfer of a certain area between City of Edinburgh Council and West Lothian Council, and in which they also made proposals for changes in electoral arrangements consequential on that change in local government areas; Now therefore, in exercise of the powers conferred by section 17(2) of the said Act and of all other powers enabling them in that behalf the Scottish Ministers hereby make the following Order to give effect to the proposals of that Commission as submitted to them:
1. This Order may be cited as the City of Edinburgh Council and West Lothian Council Boundaries (West Farm, Broxburn) Amendment Order 2002 and shall come into force on 1st June 2002.
2. In this Order–
“the 1977 Regulations” means the Local Government Area Changes (Scotland) Regulations 1977(2); and
“boundary map” means the map prepared by the Local Government Boundary Commission for Scotland marked “The City of Edinburgh Council and West Lothian Council Boundaries (West Farm, Broxburn) Amendment Order 2002 Map” and deposited in accordance with regulation 3 of the 1977 Regulations;
and, in the Schedule, any reference to an administrative boundary is a reference to a boundary existing immediately before the commencement of this Order.
3. The provisions of the 1977 Regulations shall apply in relation to the area change effected by this Order except insofar as they can have no application in relation to that change.
4. That part of the area of City of Edinburgh Council, being the area described in the Schedule and shown delineated and hatched on the boundary map, shall be transferred to the area of West Lothian Council.
5. The area described in the Schedule (being the area transferred by article 4 of this Order)–
(a)shall cease to form part of electoral ward 3 (Dalmeny/Kirkliston) of the area of City of Edinburgh Council(3); and
(b)shall form part of electoral ward 27 (Strathbrock) of the area of West Lothian Council(4).

Article 4
Commencing at a point NG Ref NT 0958 7405 on the existing administrative boundary between The City of Edinburgh Council and West Lothian Council where an unnamed road crosses the Edinburgh to Glasgow railway line; then south eastward along the said railway line to the existing administrative boundary between The City of Edinburgh Council and West Lothian Council at a point NG Ref NT 1026 7281 in line with the northern curtilage of No 1 Peniel Place; then generally south westward, north westward, north eastward, north westward and south eastward along the said administrative boundary to the point of commencement.

This Order transfers on 1st June 2002 between City of Edinburgh Council and West Lothian Council the area described in the Schedule to this Order (article 4) and makes consequential changes to electoral arrangements (article 5).
The map annexed to and forming part of this note gives a general guide to the area affected by this Order.
1973 c. 65. The functions of the Secretary of State were transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998 (c. 46).

The electoral wards of City of Edinburgh Council were constituted by S.I. 1998/3182.
The electoral wards of West Lothian Council were constituted by S.I. 1998/3076.
