The Scottish Ministers, in exercise of the powers conferred by sections 6(3) and 15(6) and (7) of the Local Government Act 1988(1) and of all other powers enabling them in that behalf, hereby make the following Regulations:
1998 c. 9; section 6(3) was amended by the Local Government Act 1992 (c. 19), Schedule 1, paragraph 12. The functions of the Secretary of State were transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998 (c. 46).
