The Scottish Ministers, in exercise of the powers conferred by sections 1, 10(1)(a) and (c) and (2), 11 and 83(2) of, and Schedule 2 to, the Animal Health Act 19811, and of all other powers enabling them in that behalf, hereby make the following Order:
