The Scottish Ministers, in exercise of the powers conferred upon them by section 22(4) of the National Assistance Act 19481 (including that provision as applied by section 87(3) and (4) of the Social Work (Scotland) Act 19682) and of all other powers enabling them in that behalf, hereby make the following Regulations:–
