Citation, commencement and extent

These Regulations may be cited as the Producer Responsibility Obligations (Packaging Waste) Amendment (Scotland) Regulations 2000 and shall come into force on 1st January 2001.

These Regulations extend to Scotland only.

These Regulations amend the Producer Responsibility Obligations (Packaging Waste) Regulations 1997–
to replace the existing sliding scale fees for registration of a Packaging Waste scheme in regulation 15 with a flat rate fee for registration of £460 in respect of each member of the scheme; and
to increase the target for recovery to 56% and for recycling to 18%, for the year 2001 onwards.
These Regulations also amend a reference in regulation 3(5A) to the Secretary of State which should, for Scotland, be a reference to the Scottish Ministers.
The changes made by these Regulations were notified in draft to the European Commission under Directive 98/34/EC.
