Scottish Ministers, in exercise of the powers conferred on them by sections 70(1A), 71(1), 71A, 105(7) and 108(1) of, and paragraph 3(3) of Schedule 11 to, the National Health Service (Scotland) Act 19781 and of all other powers enabling them in that behalf, hereby make the following Regulations:
