The Scottish Ministers, in exercise of the powers conferred upon them by section 2(2) of the European Communities Act 19721 and sections 21, 22 and 105(7) of the National Health Service (Scotland) Act 19782 and of all other powers enabling them in that behalf, hereby make the following Regulations:
