The Scottish Ministers, in exercise of the powers conferred upon them by section 2(2) of the European Communities Act 19721 in relation to the prevention and limitation of the effects of accidents involving dangerous substances, by that section and by sections 3, 5(1), 15(2), 30(2) and 39(1) of the Planning (Hazardous Substances) (Scotland) Act 19972 and of all other powers enabling them in that behalf, hereby make the following Regulations:
