The Scottish Ministers, in exercise of the powers conferred upon them by sections 78C(8) to (10), 78E(6), 78G(5) and (6), 78L(4) and (5) and 78R(1), (2) and (8) of the Environmental Protection Act 19901 and of all other powers enabling them in that behalf, hereby make the following Regulations:
