The Scottish Ministers, in exercise of the powers conferred upon them by section 44(1)(b) and (2) of the Civic Government (Scotland) Act 19821 and of all other powers enabling them in that behalf, hereby make the following Order, a draft of which has been laid before and approved by a resolution of the Scottish Parliament:
