The Scottish Ministers, in exercise of the powers conferred by section 26(6A), (6C), (6D) and (6I) of the Town and Country Planning (Scotland) Act 19971 and section 58 of the Planning etc. (Scotland) Act 20062 and of all other powers enabling them in that behalf, and having consulted the Scottish Environment Protection Agency and every planning authority hereby make the following Order, a draft of which has been laid before and approved by resolution of the Scottish Parliament:
