The Department for the Economy makes the following Regulations in exercise of the powers conferred by section 1(2) of the Financial Assistance Act (Northern Ireland) 2009(1).

In accordance with section 1(4) of that Act, the Executive Office(2) approves the making of these Regulations.

Citation and commencement

1.  These Regulations may be cited as the High Street (Coronavirus, Financial Assistance) Scheme (Amendment) Regulations (Northern Ireland) 2021 and come into operation on 1st December 2021.

Amendment to the High Street (Coronavirus, Financial Assistance) Scheme

2.  The High Street (Coronavirus, Financial Assistance) Scheme Regulations (Northern Ireland) 2021(3) are amended in accordance with regulation 3.

3.  In the Schedule (Merchant Category Codes) to the High Street (Coronavirus, Financial Assistance) Scheme Regulations (Northern Ireland) 2021 omit the entry “9402 Postal Services / Government Only”.

EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations amend the High Street (Coronavirus, Financial Assistance) Scheme Regulations (Northern Ireland) 2021 (“the 2021 Regulations”) to remove an exclusion from the assistance scheme relating to postal services. The purpose of the amendment is to ensure that Post Office goods and services listed under Merchant Category Code 9402, that are consistent with the policy intent of the High Street Scheme, may be purchased using the High Street Scheme “Spend Local” card.

A Regulatory Impact Assessment was prepared in relation to the 2021 Regulations and can be viewed at www.economy-ni.gov.uk.
