Panels to sit in private25

Subject to paragraphs (2) and (3), appeal panels shall sit in private.

Where it is necessary or expedient for the efficient and effective working of the panels, the secretary to the appeal panels may also be present during the hearing of any appeal.

Where oral representations are being allowed under regulation 26, the appellant and their representative shall also be entitled to be present during the hearing of the appeal.
