Subject to the legal rights of any person—
a
during the course of the inquiry, the chairperson must have regard to the need to ensure that the record of the inquiry is comprehensive and well-ordered; and
b
at the end of the inquiry, the chairperson must transfer custody of the inquiry record to the Public Record Office Of Northern Ireland.
