Validation of proceedings10.

The proceedings of the Statutory Committee or Scrutiny Committee are not invalidated—

(a)

by any vacancy in the membership of the Statutory Committee or Scrutiny Committee

(b)

by any defect on the appointment of any members of the Statutory Committee or Scrutiny Committee
