The Department of the Environment makes these Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 1972 M1 .

The Department of the Environment has been designated M2 for the purposes of section 2(2) of the European Communities Act 1972 in relation to the carriage of goods by road.

In accordance with section 57(11) of the Goods Vehicles (Licensing of Operators) Act (Northern Ireland) 2010 the Department has consulted such representative organisations as it thinks fit.
