The Department of Finance and Personnel, in exercise of the powers conferred by Articles 3, 5(1), (2) and (3), 5A(1), 8, 9, 12, 15, 16(1) and (2), 17(1), (2), (2A) and (5), 18(5), 18B, 18C(1) and 19 of, and paragraphs 1 to 7, 9 to 13 and 17 to 22 of Schedule 1 to, the Building Regulations (Northern Ireland) Order 1979 M1, and now vested in it M2, and after consultation with the Building Regulations Advisory Committee and such other bodies as appear to be representative of the interests concerned M3 makes the following Regulations:
