This Order brings into operation on 21^st February 2011 Article 7 of the Road Traffic (Amendment) (Northern Ireland) Order 1991 which has the effect of requiring motor cyclists, who have yet to pass a test of competence to drive a motor bicycle, to undergo compulsory training unless exempted by Regulations from having to do so.
