The Department of Culture, Arts and Leisure, in exercise of the powers conferred by section 12(2) of the Libraries Act (Northern Ireland) 2008 (1), makes the following Order.
1.—(1) This Order may be cited as the Libraries (2008 Act) (Commencement No.2) Order (Northern Ireland) 2009.
(2) In this Order “the Act” means the Libraries Act (Northern Ireland) 2008.
2. The day appointed for the coming into operation of the following provisions of the Act —
(a)Section 1(3) and (4) (The Northern Ireland Library Authority);
(b)Section 2 (Duty of Authority to provide library service);
(c)Section 6 (Charges for certain library services);
(d)Section 7 (Byelaws in respect of use of library facilities);
(e)Section 8 (Grants for or in connection with library services);
(f)Section 10(2);
(g)Schedule 4 (Repeals) except in so far as it relates to Article 73(2) of the Education and Libraries (Northern Ireland) Order 1986 (2)
is 1st April 2009.

This Order appoints 1 April 2009 for the coming into operation of Sections 1 (part), 2, 6, 7, 8 and 10 (2) and of part of Schedule 4 to the Libraries Act (Northern Ireland) 2008 being further provisions of that Act, relating to establishing the Northern Ireland Library Authority as the library authority for Northern Ireland, giving it certain powers and removing responsibility for the public library service from the five education and library boards.

The following provisions of the Libraries Act (Northern Ireland) 2008 have been brought into operation from 1 October 2008 by the Libraries (2008 Act) (Commencement No 1) Order (Northern Ireland) 2008 (SR 2008 No 396 (C.21)):
