<P2para><Text>No person shall intentionally obstruct an authorised officer or any person employed or appointed by <Abbreviation Expansion="the Department for Social Development">the Department</Abbreviation> in the exercise of any powers or functions conferred on him or her under or in respect of these Bye-laws.</Text>
