<Pnumber>3</Pnumber>
<P1para>
<Text>In these Bye-laws—</Text>
<UnorderedList Decoration="none" Class="Definition">
<ListItem>
<Para><Text>“<Abbreviation Expansion="the Department for Social Development">the Department</Abbreviation>” means the Department for Social Development;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“<Abbreviation Expansion="Laganside Development (Northern Ireland) Order 1989 (S.I. 1989/490 (N.I. 2))">the Order</Abbreviation>” means the Laganside Development (Northern Ireland) Order 1989;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“authorised officer” includes the River Manager and the River Warden of the Department for Social Development and any other person authorised in writing by the Department;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“event” means fishing contest, regatta, race or other organised meeting of vessels for the purpose of training, coaching, competition or display;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“hours of darkness” means the time between half an hour after sunset and half an hour before sunrise;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“master” means the person for the time being in command, charge or management or in physical control of a vessel;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“motorised skimmer” means a driver mounted vessel which skims through the water and relies on the operation of its engine to provide stability and manoeuvrability;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“<Abbreviation Expansion="the average value of mean sea level at Belfast for the period 1951/1956">Ordnance Datum</Abbreviation>” means the average value of mean sea level at Belfast for the period 1951/1956;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“permission of the Department” means permission in writing signed on behalf of the Department for Social Development by an officer duly authorised in that behalf;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“port side” means the left hand side when standing at the rear and facing towards the front of the vessel;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“public mooring” means any place provided by the Department or any other Public Authority where the general public is permitted to moor vessels but excluding any mooring place provided by the Department or a Public Authority and leased to private persons;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“river” means the stretch of the River Lagan between the Stranmillis Weir and the area down to a line five metres downstream of the Lagan Bridge up to Belfast Mean High Water Mark (+ 1.49 metres Ordnance Datum) and including the navigable length of the Blackstaff River and the Glentoran Stream and all other inlets within the designated area of the Department;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“starboard” means the right hand side when standing at the rear and facing towards the front of the vessel;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“under way” in relation to a vessel means a vessel which is not at anchor nor made fast to the shore nor aground;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“vessel” means any boat, open or decked punt, canoe, scull, row boat, dinghy, floating restaurant, yacht, launch, houseboat, skiff or other water craft propelled by oars, sail or engine;</Text>
</Para>
</ListItem>
<ListItem>
<Para><Text>“works” means works as set out in Articles 17 and 18 of the Order.</Text>
</Para>
</ListItem>
