Penalties21.

Any person who contravenes these Bye-laws shall be guilty of an offence under Article 19(5) of the 1989 Order and shall be liable on summary conviction to a fine not exceeding level 2 on the standard scale, and in the case of a continuing offence, a further fine not exceeding £2 per day for each day on which the offence continues after conviction.
