This Order confers the following powers on the Londonderry Port and Harbour Commissioners— 1 general powers and duties in respect of the port (Article 3); 2 retention and disposal of land subject to arrangements made by the Department (Article 4); 3 formation of wholly-owned subsidiaries for carrying on activities which the Commissioners have power to carry on (Article 5); 4 regulation of borrowing of money (Articles 6 and 7); 5 licensing of pleasure craft and boatmen within the port (Article 8);

The Order further amends the Londonderry Port and Harbour Acts and Orders 1854 to 1991 in relation to the Constitution of the Commissioners and the procedure, etc. to be adopted at meetings of the Commissioners (Article 9 and Schedule 1).
