Explanatory Note

(This note is not part of the Regulations.)

These regulations further amend the Disabled Persons (Badges for Motor Vehicles) Regulations (Northern Ireland) 1993.

The principal amendments are—

1.  A new form of disabled person’s badge is prescribed for issue by the Department on or after 1st April 2000 (Regulation 2(1) and (7)). Prescription of the new badge implements Council Recommendation 98/376/EC of 4th June 1998 (O.J. No. L167, 12.6.98, p. 25).

2.  The badge shown in diagrams 1 and 2 of Part I of the Schedule will cease to be valid with effect from 1st April 2003 (Regulation 2(6)).

3.  It is now a requirement for every individual to whom a disabled person’s badge is issued to sign it forthwith in ink with his usual signature (Regulation 2(3)). That regulation also prescribes the circumstances in which a guardian may sign the badge on behalf of the holder where the holder is either a child under 12 years of age or unable to provide a consistent signature.

4.  It is no longer a requirement to display a parking disc while availing of a parking concession in relation to a prohibition of waiting (Regulation 2(5)(b)).
