The Department of Health, Social Services and Public Safety(1), in exercise of the powers conferred on it by Article 176(5) of the Children (Northern Ireland) Order 1995(2) and of all other powers enabling it in that behalf, after consultation with the Department of Education, hereby makes the following Regulations:
