Safe carriage and security21.
Every person engaged in the carriage of dangerous goods shall take all reasonable steps to ensure that—
(a)
nothing is done during that carriage to create a significant risk or significantly increase any existing risk to the health or safety of any person; and
(b)
unauthorised access to the dangerous goods concerned is prevented.
