The Department of Health and Social Services, in exercise of the powers conferred on it by Articles 27(2)(a), 28(1), 75(2) and 77(3) of the Children (Northern Ireland) Order 19951 and of all other powers enabling it in that behalf, hereby makes the following Regulations:
