68.—(1) A person who is guilty of an offence under Article F1. . . [F24A(4), 4B(5), 4C(3),] [F35(7), 5ZA(3)] [F4, 5ZC(4)], [F511B(4),] 24(1), 33(5) or 50(2) or (3) or paragraph 1(2) of Schedule 2 shall be liable on summary conviction to a fine not exceeding level 4 on the standard scale.

(2) A person who is guilty of an offence under Article 28, 65(3) or 66(3) shall be liable on summary conviction to a fine not exceeding level 3 on the standard scale.

(3) Proceedings for any offence under this Order [F6(including any offence created by regulations under Article 11G [F7or 11I])] may be instituted by the appropriate district council.
