Regulations and orders under this Order may contain such incidental, supplementary, consequential or transitional provisions as the Department considers necessary or expedient.

No order may be made under Part IV unless a draft of the order has been laid before and approved by resolution of the Assembly.

No regulations or order may be made under Article F1. . . 17, 18, F2. . . 21 or 22 unless a draft has been laid before and approved by resolution of the Assembly.

Regulations under any other provision of this Order shall be subject to negative resolution.
