Subject to sub-paragraph (2), the Commissioners' duties and powers shall cease at the end of 28th July 1991.

The Department may by order, subject to negative resolution, provide for the Commissioners' duties and powers—
a
to cease at such earlier time; or
b
to continue for such longer period,
as may be specified in the order.
