13.—(1) The application of the seal of the Council to any document shall be attested by the signatures of—N.I.
(a)the chairman or deputy chairman of the Council or some other member of the Council authorised by the Council to act for that purpose; and
(b)a member of the staff of the Council authorised by the Council to act for that purpose.
(2) Any contract or instrument which, if entered into or executed by an individual, would not require to be[F1 executed as a deed] may be entered into or executed on behalf of the Council by the chairman or by any person generally or specially authorised by the Council to act for that purpose.
(3) Any document purporting to be such a contract or instrument as is referred to in sub-paragraph (2) shall be deemed to be such contract or instrument until the contrary is proved.
