3 .F1—(1) Subject to this Order, the Ministry shall—
(a)supply and distribute water;
(b )F2provide and maintain sewers for draining domestic sewage, surface water and trade effluent; and
(c )F2make provision for effectually dealing with the contents of its sewers.
