14. Where any of the services mentioned in paragraph 1(8)(a) to (e) is administered pursuant to arrangements made by [F2the Department] , and [F3the Department] is satisfied that any person whose name is on the list of persons undertaking to provide those services has never provided or has ceased to provide those services, it may remove his name from that list.]N.I.
